Is HSK 6 a fluency
The HSK tests put basic fluency around Level 4, but Level 6 is when you can effectively express yourself in spoken or written Chinese. Just remember that fluently speaking those characters and words doesn't completely depend on knowing how to read or write them.
Is HSK 6 advanced
HSK1 is the lowest level in terms of ability and HSK6 is the highest. According to Hanban, the HSK organizer, in this system, HSK1 and HSK2 correspond to very basic Chinese skills. Then, HSK3 and HSK4 introduce more sophisticated knowledge of Chinese.
