Mostly because of the existence of Linux. And I think that's a good thing. The Linux kernel was released in 1991 according to Wikipedia, at which time Hurd was still in early development. Since a GPL kernel already exists (Linux), there's no longer a huge incentive to develop Hurd, and most people just used Linux.
