While you cannot directly convert a PDF to Google Slides, you can turn it into either an image file or a PowerPoint to change it into a Google Slides presentation from there. You can easily embed image files into Google Slides. When changing a PDF to an image file, you should not lose formatting.

How to convert PDF file into PowerPoint:Open a PDF document in Acrobat.Click on the “Export PDF” tool in the right pane.Choose “Microsoft PowerPoint” as your export format.Click “Export.” If your PDF contains scanned text, Acrobat will run optical character recognition (OCR) automatically.Save as new file:
In PowerPoint, select the slide that you want to add the file to, and then select Insert > Object. In the Insert Object box, select Create from file, and then enter the PDF file location; or, click Browse, find the PDF file, and then select OK. This makes the PDF file part of the presentation file.

Choose the Standard or Widescreen slide size
On the Design tab of the Ribbon, locate Slide Size in the Customize group, near the far right end of the toolbar. Select Slide Size, and then select either Standard (4:3) or Widescreen (16:9).
Select "save as a Google Slides" from the drop-down menu that appears. Make a new Google Slides formatted copy of your document. This won't affect the original copy you uploaded when changing it to the new file type because it maximizes all the features of Google Slides documents.
Change the slide format
Just go to the Design tab and click on Slide Size. There you can choose the format you want. Images and content are scaled to fill the whole slide.
Center. Click file on the left hand side of your screen then click save and save as google slides it's near the middle of the menu. And creating a copy will create a new version of your presentation.

Click on Export, choose Create PDF/XPS Document, then click on the box that says Create PDF/XPS. Make sure Save as type: says PDF (*. pdf), then click on Options… Under Publish options, change the Publish what: drop-down to Handouts, and then change Slides per page to 3.
